About Michael S. Coffman Ph.D. |
 Born in 1943, Dr. Michael S. Coffman received his BS in
Forestry and MS in Biology at Northern Arizona
University at and his Ph.D. in Forest Science at the
University of Idaho at Moscow in 1966,1967, and 1970
respectively. Since then he has become a respected
scientist and ecologist who was involved in ecosystem
research for over twenty years in both academia and
industry.

Coffman is currently President of Environmental
Perspectives, Inc. (EPI), and Executive Director of
Sovereignty International. Dr. Coffman played a key role
in stopping the ratification of the Convention on
Biological Diversity (Biodiversity Treaty) in the U.S.
Senate an hour before the Senate was scheduled to vote
on its ratification. |

ICLEI Governance |
Local government members are forming the constituency of ICLEI. Full
members are cities, towns, metropolitan governments, counties and
their associations that are committed to sustainable development and
join ICLEI in a formal process, normally decided by the local
councils. Full Members of the Council have power to elect the ICLEI
Executive Committee, revise the ICLEI Charter and establish policy
direction for the organisation.
The ICLEI Council is the general assembly made up of ICLEI Members
that are considered "Full Members." The Council meets every three
years on the occasion to discuss and decide on ICLEI's strategic
plans. |

ICLEI Strategic Plan |
|
Through the Strategic Plan, ICLEI's membership sets the direction
for the association's policies and programs. According to the ICLEI
Charter, the Strategic Plan is adopted by ICLEI's membership at the
Council Meeting, which takes place every three years. The Strategic
Plan has a six-year scope but is revised and renewed every three
years. |
