Vicky's Bio: My name is Vicky Davis. I'm from Idaho and I was a Computer Systems Analyst/Programmer. I worked on large scale mainframe systems and had done a few PC projects. After the year 2000 when the y2k project work was over, there was a lull in hiring - that extended way too long. With time on my hands, I spent a lot of time on the internet and found a lot of other programmers and analysts who couldn't find work - and then I found out about outsourcing IT work to India. I started doing heads down research to find out why that was being done - and I haven't stopped researching since.

Public Policy for Private Profit (and control)

The first Reinvention of America system I looked at was the education system. There is no better - and no more obvious system of public policy for private profit than the "reformed" education system. In a letter to Hillary Clinton, the author wrote a conceptual design for a system that is actually a government management system for the labor market. If it had been a corporate system for corporate personnel, I would have thought nothing of it. But as a government system for the people of this country, my reaction was shock and horror. This is a system like they would implement in the Soviet Union or East Germany. It is designed for lifetime control of "human capital".

Government computer systems are always authorized in law so the first thing I did was to work backwards from the legislation that I knew about that was authorizing for the 'Human Resource Management System' and I produced a timeline of education legislation to see if what I read in the letter was really true and to see the steps that were taken to build it because large scale computer systems are always built in phases over many years. Of course nationalization of the education system tracks back to Lyndon Johnson and his 'Great Society' (also called the 'Big Society' in the UK) but that's not the start of the computer system. The start of the federal takeover of education leading into management of the labor market began with the report titled, "Nation at Risk".

A Commission was appointed with the publically stated purpose to being to study American schools because "people were concerned". If you know how to read reports like this, it's obvious that the real purpose was to begin the project to build a national computer system on the schools - beginning with a statistical system and to set the stage for a new market in computers for classrooms.

"Our recommendations are based on the beliefs that everyone can learn, that everyone is born with an urge to learn which can be nurtured, that a solid high school education is within the reach of virtually all, and that life-long learning will equip people with the skills required for new careers and for citizenship."

Lifelong learning is lifelong management and control. And that is a classic example of the bifurcation of rhetoric. It's the bifurcation of rhetoric that is causing the cognitive dissonance across our nation. Politicians pass along the marketing language and it's not clear that the majority of them even understand what they are saying - but the words sound good and they are what people want to hear. The programs that are being sold to the public are something different in the detail which is why politicians can never keep their promises and why things never get better, they only get worse.

In the report, Nation at Risk, people in the education community see what they expect to see because they think the report is about improving the quality of education but embedded in the report is the justification for and the initial requirements for the labor management computer system plus, they were setting the stage for subsequent phases of the project.

From the report:
We recommend...e) one-half year of computer science.

5. The teaching of computer science in high school should equip graduates to: (a)the computer as an information, computation, and communication device; (b)the computer in the study of the other Basics and for personal and work-related purposes; and (c)the world of computers, electronics,
and related technologies.

That part was fine - and just about right in terms of computer education. But here is where the problem starts:

3. Standardized tests of achievement (not to be confused with aptitude tests) should be administered at major transition points from one level of schooling to another and particularly from high school to college or work. The purposes of these tests would be to: (a)the student's credentials; (b) the need for remedial intervention; and (c)the opportunity for advanced or accelerated work. The tests should be administered as part of a nationwide (but not Federal) system of State and local standardized tests.

2. Instruction in effective study and work skills, which are essential if school and independent time is to be used efficiently, should be introduced in the early grades and continued throughout the student's schooling. (Note: it wouldn't have been known at the time, but when they said "work skills", they literally meant "work" skills - not education, but training for servitude in the labor market).

4. In addition, we believe the Federal Government's role includes several functions of national consequence that States and localities alone are unlikely to be able to meet: protecting constitutional and civil rights for students and school personnel; collecting data, statistics, and information about education generally; supporting curriculum improvement and research on teaching, learning, and the management of schools; supporting teacher training in areas of critical shortage or key national needs; and providing student financial assistance and research and
graduate training. We believe the assistance of the Federal Government should be provided with a minimum of administrative burden and intrusiveness.

5. The Federal Government has the primary responsibility to identify the national interest in education. It should also help fund and support efforts to protect and promote that interest. It must provide the national leadership to ensure that the Nation's public and private resources are marshaled to address the issues discussed in this report.

According to a Frontline report on PBS, Lou Gerstner as President of American Express, as CEO of RJR Nabisco and as CEO of IBM was a major force behind the plan to build the "Human Resource Management" System of lifelong enslavement.

"In 1995, the National Governors Association invited Louis V. Gerstner Jr., the chief executive officer of IBM, to speak at the group's annual meeting in Burlington, Vt. Gerstner had long been involved in education reform, both as president of American Express in the 1980s and as CEO of RJR Nabisco before taking the helm at IBM in 1993. With a captive audience of state governors, he took the opportunity to deliver a challenge. "You are the CEOs of the organizations that fund and oversee the country's public schools," he said. "That means you are responsible for their health. They are very sick at the moment."

That last sentence reminds of something I heard a western governor say recently and I think it was preceded by an a statement that he was the CEO of his state. He said, "our job is to edjacate, medicate, and incarcerate". Very catchy and very wrong - but we see where he got it.

So at this point, we know that American Express was the driving force behind the establishment of the World Trade Organization that has destroyed our economy and that Louis Gerstner was in a power position at American Express at the time. We now know that Louis Gerstner was the behind the educational "reforms" for the last 30 years that have built a system that is being transformed into a system of Soviet polytechnical education with the children being taught "worker skills" and and that the "reforms" are a computerized system of management of the labor market that will make slaves of America's children. There can be no doubt that public policy has been set for private profit and that the "Reinvention of America" is to turn this country into feudal state run by Lords of the Empire. [ Anybody have a wooden stake for this vampire?]

There are many components to the 'Human Resource Management System' (HRM) but all you really need to do is to picture a corporate personnel system and in the same way, the corporate management decides your fate within the corporation. It is the people who maintain the databases and who write the search engines for jobs and candidates that will control the labor market and by controlling the labor market, they can control the price and supply of labor. The irony is that the Nation at Risk report said this:

'If an unfriendly foreign power had attempted to impose on America the mediocre educational performance that exists today, we might well have viewed it as an act of war."

The truth is... the REALITY is that an unfriendly foreign power did impose a mediocre education system on us and it was the very same people who wrote the report. That unfriendly foreign power is corporate America led by people like Louis Gerstner and now Bill Gates. They established public policy for private profit. The above One Stop System is a slave management system. The American people will not have control over their own destiny because the system is interlocking, cradle-to-grave, total domination.

And *** Breaking News *** from the U.S. Department of Labor relieves me of the burden of continuing to try and prove to you the national takeover of the labor market. And you can see the bifurcation of rhetoric in the press release.

US Department of Labor awards more than $12 million for 13 states to build workforce databases
Grants to improve analysis of workforce program impacts

WASHINGTON — The U.S. Department of Labor today announced $12.2 million to 13 states through the Workforce Data Quality Initiative. These funds will enable states to build or expand longitudinal databases of workforce data that also link to education data. States will use these longitudinal databases to conduct research and analysis aimed at pinpointing the effectiveness of employment and training programs to better inform workforce system customers.

"These grants are an important part of the administration's efforts to increase the availability and use of high-quality data," said Secretary of Labor Hilda L. Solis. "By developing and improving databases, states will help those seeking training make better informed decisions, all while more clearly demonstrating the link between employment and education in the long-term success of workers."

States will achieve multiple goals during the three-year grant period. Among these are developing or improving state workforce longitudinal data systems with individual-level information; enabling workforce data to be matched with education data to create longitudinal data systems; improving the quality and breadth of the data in the workforce data systems; using longitudinal data to provide useful information about program operations; analyzing the performance of education and training programs; and providing user-friendly information to consumers to help them select the training and education programs that best suit their needs.

Funding will be used by 11 states to expand and improve linkages between education and employment in existing longitudinal databases. These include Florida, Iowa, Maine, Maryland, Massachusetts, Missouri, North Dakota, Ohio, South Carolina, Texas and Virginia. Two additional states, Louisiana and Minnesota, will develop and implement new systems.

This grant opportunity stems from the administration's focus on access to high-quality data and is a sister initiative to the U.S. Department of Education's Statewide Longitudinal Data Systems project that is designed build longitudinal education databases.
